Q: What was the approval process for the Pilgrim-Triton Master Plan?

A: In January of 2005 the City of Foster City Planning Commission adopted an agenda including the General Plan Update for Foster City. One particular area identified for study was the Pilgrim/Triton neighborhood. After six planning commission study sessions including input from the Bay Area's top brokers, developers, economists, and City Staff and the General Public's input the Commission recommended a policy change that would "Increase the Density, Intensity and Array of Uses in the Pilgrim/Triton Area." After two City Council hearings reviewing this concept, the policy was tentatively endorsed on February 27, 2006.

In April 2008 the City Council certified the Final Environmental Impact Report and approved a General Plan Amendment to allow housing in the Pilgrim-Triton area. An ordinance was adopted in May 2008 to rezone the area to include office, residential, and ground floor commercial. Use Permits and Specific Development Plans for each phase of the project must be consistent with the Master Plan.

Q: How long will the Master Plan take to complete?

A: The approved Pilgrim-Triton Master Plan consists of four phases to be built over 6-10 years. Construction activities for Phase 1, “The Plaza at Triton Park”, of the Pilgrim-Triton Master Development Plan began in mid-May and are anticipated to be complete in summer 2013.

Additional phases are pending and will require approval of specific site plans before construction can commence.

Q: How many units will you be adding to the Pilgrim-Triton neighborhood?

A: Phase 1 includes include the demolition of 92,000 square feet of existing industrial office space and the new construction of 300 for-rent apartment homes in a mixed-use development that will include a centralized park, approximately 17,000 square feet of ground floor commercial, and a 650 space parking garage.

One of the cornerstones of the Triton-Pilgrim Master Plan is to provide a mixed-use development that allows residents to work from home and have access to groceries and other neighborhood services within a comfortable walking distance. The four phases of the Master Plan could create up to:

  • 531 market rate housing units
  • 134 affordable housing units
  • 64 live-work town-homes
  • 30,000 square feet of ground floor commercial space
  • 289,000 square feet of mid-rise office space

Q: Will you be relocating businesses or residents during construction?

A: Construction of Phase 1 of the Master Plan will not require the relocation or displacement of any residents or businesses.

Q: How will this development address potential cumulative traffic and parking impacts?

A: Primary access to and from the project site would continue to be provided by Triton Drive via Foster City Boulevard and Pilgrim Drive via E. Hillsdale Boulevard. Internal streets and roadways would provide access to project buildings. Ground level parking garages would be located beneath several commercial and residential buildings throughout the site. Shared and tandem parking would also be provided between adjacent uses. The Master Plan could provide up to 2,246 off-street parking spaces and 150 on-street parking spaces for a total of 2,396 parking spaces.

Modifications to Metro Center Boulevard/Triton Drive are proposed as part of the Master Plan. The existing center left turn lane on Metro Center Boulevard would be modified to allow traffic to either continue northeast to Triton Drive or make the left turn. Modifications to Triton Drive would include a median in the vicinity of the fast-food establishments prohibiting left turns into or out of the shared driveway serving McDonald’s, Taco Bell, Public Storage, and 1111 Triton Drive.

Q: Where can the public find information on renting/leasing residential and commercial space?

A: The units are anticipated to first deliver in late 2012. Please check back closer to that time in order to find out information regarding availability and terms. Q: How long will pile driving last and what will be done to reduce noise during construction?

A: Pile driving is the loudest construction activity that will occur and is expected to be complete by July 1, 2011. All pile work will be conducted within the designated construction hours of 8:00 a.m. - 5:00 p.m., Monday through Friday. Construction framing is anticipated to begin in August 2011 once foundations have been placed. The noise generated by these construction activities will be imperceptible by comparison to pile driving.

Q: When will the Plaza and park area be open to the public?

A: The approved Master Plan consists of four phases to be built over 6-10 years. Phase 1, named “The Plaza at Triton Park” of the Pilgrim-Triton Master Development Plan has moved forward. Construction activities for The Plaza began in mid-May. This phase is located at the northeast corner of Pilgrim and Triton Drive, entails the construction of 300 apartment homes, a parking garage, 17,000 square feet of ground floor commercial space and a central park. Phase 1 is anticipated to be complete in spring 2013.

Additional phases are pending and will require approval of specific site plans before construction can commence.

Q: Are the new Phase 1 units for rent or to purchase?

A: The new 300 units in Phase 1 will be for-rent. There will also be ground floor commercial available for rent.

Q: Will any below market rate apartments (affordable housing) be offered?

A: The project will include below market rate rental units according to the City's Inclusionary Ordinance. Below-market-rate units will be assigned by lottery.
