Project History
In January of 2005 the City of Foster City Planning Commission adopted an agenda including the General Plan Update for Foster City. One particular area identified for study was the Pilgrim/Triton neighborhood. After six planning commission study sessions including input from the Bay Area's top brokers, developers, economists, and City Staff and the General Public's input the Commission recommended a policy change that would "Increase the Density, Intensity and Array of Uses in the Pilgrim/Triton Area." After two City Council hearings reviewing this concept, the policy was tentatively endorsed on February 27, 2006.
Following tentative endorsement by the City Council, three landowners and two developers formed an unprecedented collaborative joint effort to develop this property into a sustainable mixed use concept.
Master Plan
In April 2008, the City Council certified the Final Environmental Impact Report and approved a General Plan Amendment to allow housing in the Pilgrim-Triton area. Click here to view the Final EIR Summary Chapter. An ordinance was adopted in May 2008 to rezone the area to include office, residential, and ground floor commercial. Use Permits and Specific Development Plans for each phase of the project must be consistent with the Master Plan.
The Master Plan consists of four different land parcels held by three owners.

Project Schedule
The approved Pilgrim-Triton Master Plan consists of four phases to be build over 6-10 years. Construction activity for Phase 1, named “The Plaza at Triton Park” began in mid-May. Located at the northeast corner of Pilgrim and Triton Drive, Phase 1 entails the construction of 300 apartment homes, a parking garage, 17,000 square feet of ground floor commercial space and a central park. Phase 1 is anticipated to be complete in spring 2013.
Additional phases are pending and will require approval of specific site plans before construction can commence.
