In January of 2005 the City of Foster City Planning Commission adopted an agenda including the General Plan Update
for Foster City. One particular area identified for study was the Pilgrim/Triton neighborhood. After six planning commission study
sessions including input from the Bay Area's top brokers, developers, economists, and City Staff and the General Public's input the
Commission recommended a policy change that would "Increase the Density, Intensity and Array of Uses in the Pilgrim/Triton Area." After two
City Council hearings reviewing this concept the policy was tentatively endorsed on February 27, 2006.
After this Policy was tentatively endorsed by the City Council three landowners and two developers formed an unprecedented collaborative
joint effort to develop this property into a sustainable mixed use concept.
Master Plan
A Master Plan has been approved for the entire project, which will be built in 4 phases over 6-10 years. In April 2008 the City Council certified the Final Environmental Impact
Report and approved a General Plan Amendment to allow housing in the Pilgrim-Triton area. An ordinance was adopted in May 2008 to rezone the area to include office, residential, and ground floor commercial.
Use Permits and Specific Development Plans for each phase of the project must be consistent with the Master Plan.
The Master Plan consists of four different land parcels held by three owners.
The land includes:
| Northwestern Mutual Life Insurance Company |
9.91 Acres |
| AMB Property Corporation |
6.10 Acres |
| Foster City Executive Park Partners |
4.94 Acres |
The approved Master Plan includes:*:
531 market rate housing units
|
134 affordable housing units
|
64 live-work town-homes**
|
289,000 square feet of mid-rise office space
|
30,000 square feet of storefront office/retail space
|
2.35 acre central plaza
|
| 0.5 acres of additional public open space activating the canal frontage |
This carefully crafted Master Plan creates a combination of real estate options that will allow residents to live, work, recreate and shop all in a
comprehensive, sustainable mixed use environment.
* Master plan concepts are in the entitlement phase of development. Final housing, commercial office space and other
specific data will change throughout entitlement.
** The live/work housing product proposed for this site is defined by the City of Foster City as:
"Residential developments that have both residential and commercial uses in the same building with the following characteristics: (1)Internal
access/connections between the live an work areas of the unit; (2)Both the live and work areas of the unit are under one ownership".
